Is There Something I Can Buy That Will Cover The Minimal Rust On My 1992 Ford Explorer Wheel Wells

There is a minimal amount of rust found on the upper portion of my 1992 Ford Explorer’s Wheel Wells. I was wondering if there was something i could purchase, something like a plastic guard, that will look good and cover the rust. Any Ideas are appreciated

    Surface rust, or is it eating thru? Either way, do your best to get rid of as much of it as possible, or before you knwo it, you wont have rear fenders anymore.
