Should I clean my throttle body on my 00 Dodge Durango 5.9 engine is dirty! What happen if I dont clean it? Is easy to do it by yourself? Some people told me you must remove the gas pedal cable is this true?

The vehicle still starts well and uses no oil or water. However at 2000 rpm white smoke billows from the exhaust and the vehicle will not go above 30 mph. Any ideas anyone? The engine is a 2.5L 12 valve non turbo diesel, year 2000.
