Honestly, it could be a number of things. As I started reading your question I thought exhaust manifold. 

The cold weather will cause the oil, power steering fluid to be super thick. I started a Dodge at about -10*F without the block heater, it loped and rose all sorts of hell; the power steering and hydroboost brakes were useless for about 15 minutes.

The ticking could be a number of things, could be the power steering pump. Could have an internal problem. Have a good diesel tech listen to it and see what they say. Maybe your paranoid, maybe you actually have a problem.</description>
