Is There A Safe Way To Recharge My 19.2 Nickel Cadmium Battery

Is there a safe way to recharge my 19.2 Nickel Cadmium Battery? Craftsman battery charger reports the battery is defective. Multimeter reads about 3 volts. fully charged it should be around 21. i have read that you can use a car battery or car battery charger to ‘jump start’ the dead battery so the charger will recongize it.

is this possible? is it safe?

    a nickel cadium battery is different ..every time you recharge it the less life it has.. recharging this kind of bettery is like letting one pint out of a five gallon container.. now you say it is three volts.. this means it is chemically done… i think this is one of those emergency batteries for starting.. if it is new then you can get a replacement.. providing it is in the age guidelines.. ok gilermo.
