Sounds like you have a crossed plug wire, possibly also check the intake tube that connects the intake plenum to the MAS for any possible leaks.
Ok, dude, calm down. it’s just a car. don’t go crazy and all that,,,, you are going to say, whatever, go away backyard boy, but take this for serious. these intrepids have mega problems with the fuel Gage sending unit. the gas Gage will read 1/4 tank or more, but the tank is empty, or very close to empty. the symptoms sound like there is a lack of fuel pressure. if you don’t have the tools to check the pressure, try adding a couple of gallons of gas. this is very common!!! it still runs poorly because there is just enough gas in it for the pump to pick up gas, then air, then gas……and so on. it causes a lean condition, and lean backfire. the hissing, or whistling noise is the iac motor opening all of the way to try to keep enough engine speed. try it, even though it sounds far-fetched.. if you don’t try it, you will bang your head on the wall later when you finally do put gas in it. trust me, I’m not crazy……well….a little crazy. if it does have enough fuel, the pump could be bad, but these pumps are usually bullet-proof.
Sounds like a bad injector.
