I live in Dallas and there is a Tuning shop that sells yellow, white and blue. The light wont be yellow, but the bulb will be. If you want to know more let me know.
Do you really want yellow you can get pull over quick with those. you can get the bulbs at any performance parts store. your civic takes H4 light bulbs they will probably run around 40-90 bucks depending on the brand. keep in mind the that you should stay with the same wattage as your stock bulbs should be 35watts. if you go any higher you can damage the plug to the wiring harness. (more watts = more Heat) or you can get HID for it they are freaking brighter, last longer. check out this site for them
