I had an 86 Fiero (plastic pody) that was so rusted underneath the body that my rear lights failed to work; because the path to ground was poor or non-existant. Use a DC voltmeter to check whether voltage is available at the light terminal relative to a point on the frame far away when the light is ON. Then use a Ohmmeter to check for low (or no) resistance from the ground terminal to a metal part of the frame far away. Use an extension wire if necessary. Good luck. (I sadly junked the vehicle which I loved.)
