It’s possible. But i think the fuel pump may be losing pressure then has to prime itself again after sitting.
You have more than that to think about also.
And with the CTS it will show a cold reading most of the time. Warmed up or cold.
May be the 02 sensor as well. Mass air flow sensor ?
Only guessing here now .
One time one of those cars with the 1.5 engine had low compression from worn out intake valves, if you have this engine you may want to check compression when its cold.
Many fuel injection systems incorporate a cold start valve which allows more of a rich fuel / air mixture to aid in starting a cold engine much like a choke does on a carburetor.
Once the engine reaches operating temp it will shut off the extra gas flow.
Were it my vehicle that is the first place I would be looking.
Sometimes it is as simple as a loose connection that keeps the unit from actuating. I suspect that a coolant temp sensor ( not a sender for the gauge but a sensor to feed info to the ECM ) would be the second choice.
Hope you figure it out.
