Check the Distributor rotor and cap, my civic did the exact same problem got the parts from Rockauto for like 35 bucks.

Could also be in the ignition coil. I didnt test em since they were cheap i just replaced them.

if its turning over but wont catch i would pull ur plugs one at a time n check them for spark…..then go from there if they have spark check ur fuel pump n pressure…..if it wont even turn over there is a relay box on the left side of the drivers side under the dash. they are famous for going out. if its that it will have 3 wires running to it hit or tap it move it around n try n start again. if it fires right up then u can buy one of the relay boxes for like 20 bucks. . . also worst case is it is ur ecu. . .

you would need a starting system test
simply get a dvom or digital volt reader
get a wire diagram of the starting system
and start testing for power and ground from battery to starter.
