I replaced mine 1987 F150 a few month back for other screwy stuff. If it was the starter or the solenoid, then it would still stick when you hot-wired it. That tells me that it is the switch at the bottom of the steering column. I replaced mine 1987 F150 a few month back for other screwy stuff.

If that doesn't do it , replace the starter , have it tested first. Might be just a broken bendix spring . On the bottom of the steering column is a wiring harness, try adjusting that.
