Typically a budget lift can be done a couple of ways.
A budget boost is coil front spacers and add-a-leaves (AAL) in the rear or blocks.
A junkyard lift usually consists of coils from another vehicle (F150) and a bastard pack rear leaf pack. You take your stock XJ leaf pack, and put S10 leaves in it.
Obviously New front coils and new rear leaf packs are the best way to go. AALs will sag over time and blocks cause axle wrap problems… But sometimes you have to keep it cheap. A couple of good sights for XJ information are;

You can do 3 inch blocks in rear 20 bux at advance. 3 inch coilspacers up front can be had for around 50$ on the net. Thats the max you can go on stock shocks. There are a billion different ways as stated above. I would start right there and save up for a nice suspension kit that will come with all you need. Being that 4.5 suspension lifts can be had for under 500$ maybe some more if you get new leaf packs. But as long as your new kit doesnt have blocks or spacers, you can add those to your new 4.5 and have 7.5 total. Thats when you need to get longer brake lines or just unbolt and let hang. Upper and lower control arms. yada yada. it just depends on how and what you want to do. Fortunately for us the jeep has sooo many options. When you gotta lift an IFS chevy and the lift kits are 1000$ or more and you start to think about body lifts yikes! Just be glad you got a jeep! 3inch and 31s are perfect to get started. Especially if you got lucky and got a LSD rear. And even more lucky if you got Chrysler 8.25 over the dana30. Happy wheelin!
